SET UP OF POLLING STATION
On your arrival at the place where the polling station is to be set up, inspect the building proposed for the purpose and the polling station itself, if it has already been set up. Diagram of model polling station showing the layout when the polling party consists of 1+4 Polling Officers at an election is set out in Annexure-6. It is open to you to make minor modifications in the actual set up of the polling station, if considered necessary.
- There is enough space for the voters to wait outside the polling station;
- There is separate waiting space for men and women as far as practicable;
- There is separate entrance and exit for voters. (this purpose can be achieved by tying a rope to make separate entrance and exit through the same door if two doors are not existing)
- There is easy flow of voters from the time they enter the polling station to the time they leave it and there is no criss-cross movement within the polling station.
- The Polling Agents are seated in such a way that they can see the face of an elector as and when they enter the polling station and is identified by the first Polling Officer so that they can challenge the identity of the elector, if need be. But they should not in any event be seated in a place where they have the chance of seeing voter actually marking ballot papers on the symbol of choice;
- The seating arrangement of all the Polling Officers is also such that they are not in a position to see the voter actually marking the ballot paper.
- Even if there is only one door to the room housing the polling station,
- separate entrance and exit can be provided with the help of bamboos
VOTING COMPARTMENT:
- Voters have to vote in secrecy and for this purpose, Voting Compartment has to be covered three sides. It should not be too wide as to violate the secrecy of voting. The Ballot Box shall be kept near the Presiding Officer (or) a Polling Officer on a table. The voter after marking the ballot paper with Arrow Cross mark in voting compartment, to fold it as per prefolds and drop in the ballot box kept near the Presiding Officer/Polling Officer. The Presiding Officer shall keep a watch that every voter invariably drops the ballot paper in the ballot box.
- The construction of voting compartment should be given special attention. A simple and inexpensive arrangement is to tie four poles to the four legs of a small table or a teapoy and a curtain tied round the pole covering three sides.
- The table raised to a height of 3ft. above the ground and placed at a distance of about 2ft. from a wall, will provide an ideal voting compartment. The second alternative method of setting up voting compartment is as follows; A thin wooden board 24‖X18‖ with a hole in each corner, four wooden rods of 18―length to fit into the four holes, and a piece of cloth attached to the rods round three sides will be sufficient portable equipment for one voting compartment.
- This could be set up on a small table of a height of 3ft‘ from the ground. In case if the table is short, the same could be raised to the requisite height by using bricks.
- The best method is making a voting compartment with card board with minimum dimension of 24‘‘x24‘‘x24‘‘.
- The voting compartment should be so provided and located as to prevent any breach of secrecy when voter is actually voting.
- While secrecy of voting is important, it is also essential that the voting compartment receives sufficient light enabling the voters to have clear
- If sufficiently large number of pardanashin (burqa-clad) women electors are assigned to your polling station, you should make special arrangements for their identification and application of indelible ink on the left forefinger by a lady polling officer having due regard to privacy, dignity and decency.
- If more polling stations than one are located in the same building, you should satisfy yourself that necessary arrangements have been made for segregating the voters and making them wait in different parts of the space in front of each polling station without causing confusion.
- If the polling station is located in a private building, the building and the area around it up to a radius of two hundred meters should be under your control.
- No watch and ward or other personnel connected with the owner, whether
- armed or unarmed, should be allowed to remain either at the polling station or within a radius of two hundred meters around it. The security arrangements at the polling station and within the above area will be entirely the responsibility of the police under your control.
- No photos of leaders of political parties or slogans having a bearing on elections should be exhibited and if they are already there, you should take steps to remove them till the poll is over.
- No cooking or lighting of fire for any purpose should be allowed inside the polling station during the day of the poll.
